European (Eurasian) Otter v Cinereous (Eurasian Black) Vulture

European (Eurasian) Otter - Lutra lutra
The European otter is the most widespread of all the otter species. They can be found in freshwater and coastal areas throughout Europe, in north Africa and Asia. European Otters mainly feed on fish, but they will also hunt other aquatic prey, such as amphibians. European Otters have a body length between 57 and 70 cms (22.5 - 28 inches), a tail length between 35 and 40 cms (10 - 16 inches) and they weigh between 7 and 10 kgs (15 - 22 lbs), although occasionally a large old male may reach up to 17 kg (37 lb). They have a long body and short, stocky legs. Their dense fur is brown in colour with a paler underside and they have a thick, muscular tail. On each paw they have five webbed toes which aid them in being excellent swimmers.

Cinereous (Eurasian Black) Vulture - Aegypius monachus
The Cinereous Vulture (Aegypius monachus) is a large raptorial bird that is distributed through much of Eurasia. It is also known as the Black Vulture, Monk Vulture, or Eurasian Black Vulture. It is a member of the family Accipitridae, which also includes many other diurnal raptors such as kites, buzzards and harriers. It is one of the two largest old world vultures. The Cinereous Vulture is believed to be the largest true bird of prey in the world. This huge bird measures 98–120 cm (3 ft 3 in–3 ft 11 in) long with a 2.5–3.1 m (8 ft 2 in–10 ft 2 in) wingspan. Males can weigh from 6.3 to 11.5 kg (14 to 25 lb), whereas females can weigh from 7.5 to 14 kg (17 to 31 lb). It is thus one of the world's heaviest flying birds. Like all vultures, the Cinerous Vulture eats mostly carrion. The Cinereous Vulture feeds on carrion of almost any type, from the largest mammals available to fish and reptiles.

The Eurasian black vulture displaces golden eagles from carcasses which in turn dominates bald eagles. There was an account of a bald eagle harassing a mother and daughter otter using its flying abilities to its advantage but once on land, it lost its advantage of maneuverability and was forced off. White tailed eagles have also robbed otters. While not as mobile as eagles in the air, the eurasian black vulture can do better against an otter on land than a bald eagle can.

Golden Eagles do not dominate Bald Eagles.

i have seen no proof of either having any morphological advantages over the other. crowned eagles are more powerful then either of them though.

These are more juvenile bald eagles, not golden eagles. It’s an easy mistake to make but you can tell by the size of the beak, the shape of the head, and the colours on the beak
